The coolant should not be much below the fill cap. What makes you so sure  
that the gauge is frozen at 160? After the engine (I assume you have an M18  
Universal Diesel) cools down, turn the ignition switch on and  then off  
again and see what the gauge says. If it's still at 160 then replace the 
gauge.  And, certainly add coolant to bring it up to the proper level. I fill 
mine to  less than one inch below the cap.
