Did you check on Torrenson Marine's site for info on operating a Universal 18.  
They are very comprehensive with the manual.  Any starting problems prior?  You 
may have had a loose hose connection.  Also, if it was on the settlement globe 
you can have some drip if it is not closed tight.  Follow the Torrenson guide 
on bleeding.
