Tough question, since there are so many variables.  I tend to like the idea
of waiting until the horse is at least four, maybe five or even older, to
start.  Then the speed of the training should be based on the aptitude and
maturity of the individual.  (I wrote individual, meaning the horse, but
that would certainly apply to the rider as well!)  As for the weight of the
first rider - the lighter the better, especially so the smaller and younger
the horse.  Is that vague enough...?  :)
