(from here) locales. do you know of anyone teaching such in massachusetts
or anywhere reasonably commutable from here?

I'm not sure what you're talking about - riding without reins, with most of
the cuing from seat and legs? It's been a part of lessons I've had from
several instructors. If you're talking about the spearing and archery,
well, yes, that's rather unique, but I thought Judy was talking about the
fundamental skills to enable those sorts of skills to be built on. We
regularly drop the reins when we are trail riding, even Cary, who doesn't
claim to have a lot of riding instruction to his credit. Now, granted, we
aren't ready for mounted archery just yet - not by a long shot - but we can
cue with our legs and seats, even without reins.

As for instructors who teach it, well, the Parelli program is just one
program that pushes the "passenger game" (in a controlled environment at
first of course). They also don't want the rider using a bit or more than a
single leadline/rein until the rider is into Level 2 or so.
