In humans, I believe that ulcers can be caused by h.pylori, and also can be NSAIDs induced. In horses, the ulcers can be caused by over-production of acid. Since they are continuous grazers, their stomachs are continuously producing acid. If they don't graze, the acid builds up and remains on an empty stomach, causing ulcers.
