Ringing the tail is popular with the 5 gaited crowd and the parade
classes. Fully brush the tail and pick any knots out. Wash and
condition well, let dry to just damp. You can use styling gel (I did,
and the tail was *quite* curly the entire night!), if you do use it
sparingly.

Take a small section, about 1/4" and tie a half knot in it up at the
top of the hair, next to the bone. Keep tying loose half knots in it
down to the end. Repeat until the entire tail is done. It took me 2
hours to put her tail up and 30 minutes to take it down, but wowey did
it make her tail look full (it was skimpy, and I thought about begging
a fake tail, but she's two tone and it just would have been alot of
work for a local breed expo... Plus she's a TRAIL HORSE, trail horses
can have wimpy tails, right?).
