I think we may be getting into a semantics issue, but I'd like to see my horses 
relaxed and free enough to be ABLE to move/flex/rotate/even "tip" their heads 
in any way they - or I - see as needed for the tasks at hand.  But that doesn't 
mean that I think the horse should be "tipping" his head as a sign of 
resistance, or as in seeking relief.  Does that make sense, and seem right?
