Yes, it's an approximate number. You also have to count a few horses that are still registered in Iceland or Canada, but not in the USA. And there are some whose papers got tied up and simply aren't registered. But, on the other hand, there are some who still show up in Canadian registry who are also registered in the USA, and we can't count them as two horses, nor can we assume all registered horses are alive.
