You are not kidding about that - and add soreness in the neck and back.

 Why oh why are people so concerned about setting the head?  The other
highly touted piece of equipment is the Pessoa - which looks a bit like way
we use a promise rope or wrap but because it then connected to the bit it
just forced the horse into a frame and encourages the neck to shorten
instead of lengthening and telescoping.

The horse in the photo looks rather resigned to it to me, but that is just
my perception of the photo.
