I have short legs, and I thought I was going to have to get custom
half-chaps if I ever wanted any to really fit me right.  I have had the
suede, Velcro-on kind but they can be annoying - if you don't get the Velcro
on just right, it catches on everything, including lead ropes plus they can
look messy.  I finally decided that I wanted some, but before I ordered
custom ones, I made one last attempt to find some.  I found the Tredstep
ones come in more sizes than I'd realized, including 14 and 15" heights.  I
saw them at a local tack store, and tried some on - the 15" height looked
fine, but they didn't have my calf measurement.  I came home, looked on
ebay - and there was my size at a very good price.  I rode him them all day
today, and they were great.  My recommendation would be to order an inch
larger than your calf measurement.  My calf measures 14" and the 15" ones
are plenty snug, but not TOO tight.  I expect they may stretch a little with
wear.  These are like the ones I got - $120 in the tack stores:
