Tolt and rack (same gait) have one foot / two foot support.
This horse is showing a two foot / three foot support (with a couple of
deviations where he's on a single hind foot, but that is probably causal,
either tack or negative rider influence).
So, it can't be tolt / rack.
I believe it is a stepping pace since his laterals are working so closely
together in time.
