Wintec makes 20" - I got some from Susan at Saddle Up. Also, I bought one of these from ebay, only mine is black. I wasn't sure about the elastic being along the horse's belly so I made a sheepskin cover for it and it seems to be working fine so far: http://tinyurl.com/2d3gu2 And I'm sure the custom makers will make one for you - I really should sell a couple of 24" ones and get an 18" from Nicker's Saddlery.
