That depends on the sensitivity of your horse.  It is definitely a press,
release,  or a curling with the fingertips with a release.  If you just
press into anything it just presses against.  You can also use a scratching
zig zagging motion with both hands back and forth under the horse's belly.
It should just be enough pressure to get some movement in the back but that
can be hard to tell if you have bent your knees to reach under the belly and
sometimes it takes a person watching to see that there is movement.

If there is no movement in the horse's back coming up it could be the
technique or it can also be that the horse is too jammed in the back or
pelvis and therefore can't raise his back.  Sometimes doing some tail and
pelvic work can facilitate the back freeing.
