maybe it has something to do with controlling headset??  because if a
horse has a tight noseband he cant get away from the bit even a
little.  Without a noseband he has some wiggle room.  But judy
answered something about this before.  about adrenalin.  I know if a
horse is high headed it not only controls a rack (tolt) but adds to
excitement level or "heat" (goey)
