The Icelandic Sheepdog is a herding Spitz-type.

I have never heard they were feral or considered pests.

After an intestinal worm outbreak dogs were outlawed in the cities. But I've 
never heard of them referred to as pests, maybe you're thinking of 
Shakespeare's line.
