I didn't know if it was wide enough at first either
but it covered the belly button.  As long as there is
constant pressure to keep the little bulge in, the
muscle can heal and cover over I guess.  If the tissue
is allowed to keep coming thru the hole it will never
close.  I remember my mother told me I had a hernia as
a newborn and that they taped me up at that point.  I
never had one all while I was growing up and then when
I had my second child at age 43, bingo, there it was. 
I don't think banding at my age would work but think
it is a good option for young animals or humans.  I
have a piece of mesh now over my hernia hole and I
don't plan on having anymore babies.  I don't know why
the vet never offered me this option for my filly. 
She was going to do the surgical repair when she was 6
months old.  This banding is not a new idea because
they did it to me 50 years ago.  Maybe she bought a
boat or something and is making payments...ha ha.
