Hi Cherie, I would think the set up would work for a goat. The tug line I use has a built-in bungee cord to take the stress off when stopping and starting.
We're running in x-back harnesses. You can also get H-back harnesses. You can get either custom made to your measurements so I'm sure you could get one for a goat! I have ordered several custom x-backs and have a couple more to order. The dogs love to get out and go faster than our walking speed!
