There is nothing attached to the horse's head to start with, just around the neck, so you could probably do it in a small area but it is so much easier for horses to understand what you want, even with ground driving, when you start with a handler at the horse's head. Sometimes we use two sets of lines - one around the neck and the other to the halter - if the horse is really high headed when lines are just attached to the halter. It helps teach the horse that when there is a signal from the head the horse should rock back through the body and release the base of the neck.
