My understanding is that the keepers on a full-cheek bit are to prevent injury to human bystanders, not for anything related to the horse. I had the sleeve of my tee-shirt ripped open when my old QH reached over to itch his face on me once, before I started using keepers. I fail to see any comparison to between keepers on a full-cheek bit versus a dropped noseband. The dropped noseband has one purpose: to keep the horse's mouth shut.
