Yes, we have leash laws here. I don't care who he
thinks he is, one cannot completely predict nor
control a dogs behavior..especially when one has
several loose and running the streets. He cannot
possibly control 35 dogs. I have been in rescue 30
years and have and all breeds of dogs that I have had
to rehab and rehome. I would never trust any dog off
lead. They are not robots.
