The only way that the matter could have been dealt with on a bad-riding basis would have been by the judges at the time of the competition. They chose to take no action (twats). Retrospectively, the only way to prevent anyone using the Peruvian bit (correctly or not) was to declare it forbidden as not being culturally acceptable.
