I'd also wonder about safety.  My friend and I had an experience at a 
local beach that allows horse riding -- a lady was walking her dog on a 
flexi when the dog decided to charge the horses and pulled the lead out 
of her hand.  So there it was, running around us with this long, 
unretracted lead and weighted hand grip bouncing behind like an 
Argentinian bolo.  My friend did an emergency dismount and was able to 
snag the lead before it wrapped around her horse's legs.  A horse lead 
could do the same thing --
