I'd say it's one of those gaits not really deserving of a name. It looks very slow and lateral, but the rider is pulling the reins down at an odd angle, and with a lot of force. It's pacy, but stilted, and not very fast - probably not indicative of what the horse could do with a saddle that didn't have those long, extended panels.
