In one section about the neck, in regard to the nuchal ligament, she says:

The attachment of the nuchal ligament to the skull can be damaged and 
calcification can occur at the site of attachment.  This is very painful. 
The symptoms are difficulties in arching the neck, the horse may walk and 
stretch the head when ridden, or he tosses his head.  The cause is a 
forceful pull of the neck, or if the horse has hit against something hard. 
Treatment with acupuncture or cortisone blockades can be tried, however, not 
all horses recover.
