I told the owner of the chestnut mare exactly the same thing - basically I said "if she did not have such a heavy coat, so people on the bridleway only 50m away could see her clearly, you would be reported to the RSPCA." Knowing the person concerned, the mare will not be fed more, just moved away from the bridleway. Sigh....
