Could it be that a conventional wide saddle isn't the right shape. If the horses back is tabletop ut not wide like a large cob then the tree may well come out too far and over the muscles. What might be needed is an entirely different shape of tree for some icelandic horses at least. Some can't wear treed saddles. I wonder if they could wear a different design. A bit me like buying bigger bra in M&S to get the cup size then I had to take in the back. What I needed was a 32 DD. ps. I don't mean our horses should wear bras.
