on RFDTV the mule guy I saw talked about how a snaffle bit should be loose, so the horse can pick it up and seat it correctly. He demonstrated this. He put the headstall on his mule and it hung too low and then the mule picked it up and seated it. He also said if the bit is loose and the horse can get his tongue over it not to worry about that, he wuill fiddle around and realize it hurts his bars and will get his tongue back under it and seat it himself, to just give him time to do it.
