Some have brow bands, some don't. You can poke around here and have a look: http://www.flickr.com/photos/[EMAIL PROTECTED]/sets/72157601782669446/ In Iceland, it seems that they used to use regular bridles, with browbands and throat latches, but at some point recently (a few decades?), they switched to the single leather piece from bit ring to bit ring. And then added the tight noseband. The noseband covered up the problem of opening the mouths that the horses were having with the bits and the heavy contact, but didn't fix the problem, which should come from good training. With the single piece of leather acting as a bridle, I guess you'd need to be careful that the horse doesn't scratch his head and pull the leather and bit off.
