Ha! No, for some people English is still a second language here, though just about everyone speaks it these days (though not always if there are English people around! ; )). All the signs and all the "official" publications are dual-language, there are plenty of Welsh books and newspapers, and Welsh is taught in a huge percentage of the schools. It's very much a living language.
