Yes to every one of Judy's points.  Assuming tolt and rack are the same 
gait, then this is how my TWH, a racking horse, travels.  He can trot, but 
even in the pasture or in the round pen with nothing attached to him 
anywhere and flat shod, he racks in a ventroflexed position.  Compared to 
trotting horses I used to ride, he is not collected and I do not attempt to 
get his head in a "frame".  It would be weird and totally artificial for a 
horse whose job is covering ground efficiently and safely.
