I think anytime the mosquito activity dies down up by you would be good. 
Turning horses out at dusk around here, is like shouting "BUFFET" to the 
resident blood-sucking bugs.    : )    Then, I'd bring them in when I got up 
in the morning, or got home from work.   Usually, they were standing by the 
gait, ready to come in, get their treat of grain, and go stand / snooze in 
front of the fans in the barn during the midday heat.

Susan Hodges, Robyn's sister, always used to turn her horses out overnight 
so they would be ready for riding / clinics during the day.   I thought it 
was a brilliant concept.

Now, one time Eitill DID wind up in a new neighbor's yard in the morning. 
Her young daughter was quite sure God had  answered her prayers during the 
night.
  I have to keep my fences turned on.  Ahem.   That is the drawback --  
you're sleeping and you can't see what they're doing out there.
