I can't help you with the raspi problems, but I can share my experiences with 
Icinga2 on small arm boards:

- Beaglebone Black: works stable, but the number of services you can monitor 
is very limited. Compiling icinga2 on the BBB takes about a day or so.

- Pandaboard: more processing power and ram than the BBB but still very 
limited. I had to make some tweaks to get it to work stable and had some 
reliability issues with the bootloader.

- Odroid U3: this is what I'm currently using, lot's of processing power, 
enough ram, low power consumption and cost. The speed of the eMMC cards really 
makes a difference.

So today I'd recommend the Odroid if you are looking for a arm board to run 
Icinga 2 on.
