If the chef cookbook would install the local client (and generate
additional configuration from its own inventory, such as disk /foo and
disk /bar), the remote client/satellite will send these local repository
items over to the master where you can handle all connected nodes using
the node cli command, including blacklisting etc.
For details on how this works, check the documentation on monitoring
remote clients and integrate that into your chef cookbook. I'm fairly
certain that Virender has that on his agenda for the 'chef-icinga2'
cookbook he is the maintainer of. If not let him know -
