solution towards the bottom of the documentation...
Graphite Schema < 2.4
In order to restore the old legacy schema, you'll need to adopt the
GraphiteWriter configuration:

enable_legacy_mode = true
host_name_template = "icinga.$host.name$"
service_name_template = "icinga.$host.name$.$service.name$"
