Which version of Web 2 are you using? I think you’re facing a bug which has 
been fixed already.

You should change groups = “Users” to group = “Tech,Technology Operations” in 
your roles.ini.
Unfortunately we do not support “*” for users or groups in roles.ini. Please 
open a feature for that one.
