You're right, I threw away my backends.ini and ran into the very same
problem. Also the menu breaks here, is that the case for you too?
That's definitively a bug. Could you please open an issue at
dev.icinga.org?

In the meantime, please manually create
/etc/icingaweb2/modules/monitoring/backends.ini like this:

[ido]
type = "ido"
resource = "your-ido-db-resource-name"
