After I looked in the logs you suggested I saw that the time was off on all 
satellites and on the master. But on that last satellite the time was off by 
many, many hours. I did an ntpdate on the master and all satellites then 
enabled ntpd everywhere. Next, I restarted icinga2 on the master and satellite2 
and everything started working. /var/lib/icinga2/api/zones populated and the 
gui showed all was well.

Problem solved. Thanks for the sysadmin 101 lesson (what does the log say?).

This is from the satellite:

I'd start by looking at /var/log/icinga2/icinga2.log and icinga2.err on the 
master and on the failing satellite.
