For the Icinga side of things, you'll need a custom notification plugin.
This is a good place to start:

After a quick google search I found this post in the Service Now community:

You will also need to spend several hours reading the Service Now
documentation regarding its REST API and how to set your SLAs properly.
This is way more important than the actual script / application coding
process.
