Problem has been solved after some troubleshooting with Jannis.

I have set "open_basedir" in my Apache PHP configuration and had already
added "/usr/local/icinga-web/" to it. But of course you need also to add
"/usr/local/icinga/share/icinga-api/" to it, what I missed. Unfortunately I
got no error regarding open_basedir restriction in my PHP log, so the
problem was not so obvious.
