Try -c 1:1 instead of -r  1.

On this page in the "Monitoring SNMP Status Information" section the 
check_command "check_snmp!-C public -o ifOperStatus.1 -r 1 -m RFC1213-MIB" 
doesn't work very well. It always gives an OK, even if the output isn't 1. How 
can I fix this issue?
