How is the flapping threshold set so that an email alert will be sent out
on very small amount of flapping?
I have read the following doc, but it has just left me more confused.

This is my current flap set up.
flap_detection_enabled 1
flap_detection_options o,w,c,u
notification_options w,c,r,f
