I think you are missing the "nagios-plugins" package! Make sure, you have 
the installed plugins in proper path - your icinga expects them in 
/usr/local/icinga/libexec/, but my plugins from RedHat RPM are installed 
in /usr/lib(64)/nagios/plugins usually.
