There is no builtin solution for this. You can parse status.dat and
extract the hosts and services with certain states and send an email
containing the information.
If it's annoying then you might have missed to use the "parents"
directive (http://docs.icinga.org/latest/de/networkreachability.html
[german] or http://docs.icinga.org/latest/en/networkreachability.html)
or you can host/service dependencies
