where do you have that configure params from, and did you even read 
about the experimental support of --enable-pgsql ?!?

no wonder it demands libpq headers instead of referring to libdbi with 
pgsql drivers.

plus, when using backports, you already got the latest and greatest 
packages available for your pleasure.
