i personally hate sounds, but for classic ui this has been "kept for 
compatibility reasons".

for the new icinga web you might add a feature request to the dev 
tracker at https://dev.icinga.org

either way, by using some local clients such as nagstamon, you will also 
get into beeping alerting hell, if you need that urgent.
