There is a feature in web which disable "critical commands" such as disable checks and so on, but it looks like this also blocks acknowledge and downtime... For detailed info have a look into these XMLs: app/modules/Api/config/commands/ ... The "isSimple" flag defines commands that are allowed. You can change this on your own, but make sure to clean the cache of Web afterwards.
