Yang perlu dilakukan adalah pembinaan terhadap rakyat, dan bukan penambahan aturan yang tidak disertai pembinaan terhadap penegak hukum. Yang ada nanti siswa SMU umur 17 tahun dipenjara 5 tahun, karena mendownload lagu Ariel Peterpan. Seperti lalu lintas, kalau tidak mau macet, yah jangan cuman dibuatkan jalur busway dan sebagainya. Tapi harus disertai pembinaan rakyat, agar tidak nyelang nyeling jalur, angkutan umum tidak ngetem sembarangan, berhenti sembarangan, pembatasan jumlah kendaraan umum, dsb. Dan juga terutama membina penegak hukum, agar membina pengendara kendaraan bermotor supaya tertib, jangan malah praktek "damai". Hehehe...
