Setau saya (cmiiw ya), Android device yg udah pake sistem unified storage sejak ICS keatas, memang udah gak support move apps to sd by default. Jadi ini bukan kekurangan S4 aja.
Dan utk apps, yg terbaik memang install di internal. Dan kalau utk apps saja, imho... 8gb mah udah sangat mencukupi. Yg biasanya bikin penuh adalah game/apps external data yg ukurannya gede. Mustinya manufacturer kasih option utk pindahin data2 ini ke sdcard secara native (tanpa harus oprek2 lagi. Dan kalau 8GB dirasa kurang, mustinya yg dipindahkan ke sd hanyalah game/apps external data yg gede2 aja, jgn semua apps dipindah ke sd. Sayang karena sd lebih lelet dan lebih boros batere dr internal.
