lah .. jangankan roaming .. kalau ini benar di-implementasikan, HP yang tidak terdaftar tidak bisa digunakan sama sekali .. baik itu roaming ke jaringan asli mereka ataupun menggunakan nomor lokal Indonesia .. karena begitu HP tersebut hidup dan berusaha untuk terhubung ke salah satu cell yang ada, akan langsung ditolak karena tidak terdaftar ..
