System Development Specialists (1 domestic consultants for a total of 9
person-months)
1. The system development specialists will report and provide support to the
senior system developer and team leader. They will have proven experience in
software application development and database management systems. Experience
with local government database management systems in Indonesia will be an
advantage. Responsibilities will include, but not be limited to, the
following:
Designing and conducting an ?IT assessment? of MOHA and the regional
governments to fully determine their capacity and capabilities for using ICT
as part of the LGPMS. The assessment should be done in the offices of the
expected users of LGPMS and should establish existing realities towards the
use of ICT and computerized information systems. The assessment will also
determine the skills and training needs of each organization.
Preparing and submitting a report that summarizes the findings from the
IT assessment and clearly describes the technological needs and capabilities
of the organizations.
Assisting the project team to field-test concepts and ideas during the
design and development of the LGPMS. Provide advice on appropriate types of
ICT technology that can be used to support the functions of the LGPMS.
Assist in identifying and procuring the necessary technology.
Developing computerized solutions, as necessary, to support the
operations of the LGPMS.
Providing recommendations (including detailed designs, options,
requirements, and costing) on future, appropriate ICT solutions to support to
the operations of the LGPMS;
Assisting the team leaders in preparing and submitting the inception,
progress, draft final, and final reports to EA and ADB.
